Richard Gonzalez & Associates, Inc (RG&A) is an "S" Corporation established in July 2004.  Richard Gonzalez, as the sole corporate officer, opened the company’s doors to serve school districts, design professionals, consultants and lobbyists with their school facilities funding needs on September 1, 2004.

RG&A is a premier California State Funding Consultant firm located in downtown Sacramento. We are in close proximity to the Office of Public School Construction (OPSC) and other State regulatory agencies allowing personal deliveries, meetings with staff and attendance at all informational meetings.   RG&A specializes in the State School Facilities Program, evaluating eligibility for all programs, preparation of application documents for approval by the State Allocation Board (SAB).  We are an active participant on districts school facility team as projects are being developed to determine the scope and funding expectations.

RG&A stays current with changes in the law, regulations and policy by attending the State Allocation Board meetings paying close attention to items presented that could be relevant to clients.  In addition, RG&A attends and actively participates at the Implementation Committee meetings in shaping new regulations and policies.   As new programs are introduced, the staff also participates in agency briefings and trainings.

Richard Gonzalez

Principal

Firm president, Richard Gonzalez, worked in the State funding of school facility projects since 1985; one of a handful of practitioners with such longevity in the field.  His experience as both a State regulator and as a district advocate provides insight on how the State may react to district proposals.

Richard attended the California State University - Sacramento and graduated in 1981 with a bachelor’s degree in Business Administration with a concentration in Finance.  He earned this degree while working full time for Wells Fargo Bank.

Richard began his State employment with the Office of Local Assistance (now known as the Office of Public School Construction) in 1985.  Rising through the ranks, his responsibilities included processing applications and other district requests, supervising the eligibility staff, and developing a procedures manual.  His regulatory expertise and program experience made him a valuable administrative advisor to the OPSC management team and the Implementation Committee.  

Passage of SB 50 heralded the start of the new program designed to be “less complex” than the former Lease-Purchase Program (LPP).   In 1998 Richard moved into private consulting in order to assist with a new program that turned out to be more complicated than the program it replaced.  Richard advises clients in all aspects of the SFP with a special emphasis on Eligibility Analysis, Program Availability, Application Preparation as well as evaluation of complex urban issues. 

Lynne Scott

Senior Consultant

Lynne Scott began her career working in a County Office, developing expertise in financial and facilities operations.  She facilitated the construction funding needs for a tri-county consortium special education program that included Amador, Tuolumne and Calaveras Counties. In 2000, after 18 years working with school districts on State funding/approval process, she began using her tremendous insight into the issues facing districts today to assist districts with populations under 5,000 pupils and county offices.

Lynne began to use that expertise primarily in the areas of Deferred Maintenance, Facilities Hardship, Emergency and Career Technical Education (CTE).  Additionally, she is well-experienced in the operations of architectural teams and she interacts effectively with the design and construction professionals. 

Scott Hansen

Senior Consultant

Scott Hansen began his nine year career with the Office of Public School Construction beginning in 1991.  His duties included managing applications for large and small districts throughout the State.  Because of his bridge building attitude and consistency in applying the intent of the law, he was selected by management to assist in the transition from the Lease Purchase Program to the School Facilities Program (SFP) through the development of SB 50 regulation.

Scott joined RG&A in 2006 applying his OPSC acquired knowledge and skills to assist clients in finding ways to match the needs with the one or more funding programs available to maximize funding.  He was one of the first consultants to work closely with OPSC in preparing successful funding applications for the Overcrowded Relief Grant Program.

Diana Scott

Analyst

Diana Scott joined the firm in 2005 and brought her management experience and skills from Hewlett-Packard to RG&A in managing the office’s operations.  She also provides her analytical skills in the preparation of annual enrollment projections and incorporating alternate projection methodologies provided under AB 1014.    In addition, she supports the other consultants in managing their client needs.
